I see some players profile with "watched" text under them.I opened that players profile and it was written warning levels 21%.What is this warning for?

Probably referred to me. Once you get a warning, that warning expires over time.

When people break forum rules, they get forum-warned and their posts become monitored closely by forum admins and moderators.

When a user breaks a forum rule like bullshitting on others for example, he gets warned by forum administrators, and then he'll be "watched" to ensure he doesn't break any other rules for a time interval

It simply means they couldn't follow our simple forum rules and got issued a warning. While watched, a forum user can still post freely but all forum staff are alerted to their posts to review their behaviors. Above this is moderated, in which a forum user can not post freely and forum staff must approve their posts before it is publicly view able. The last level of moderation is muted, which simply means they can not post at all not even for approval. Of course there is always forum ban, but that has no display message.

Why is there no remark when banned? It might help to know who is banned or not...

You know I'm honestly not sure, I agree with you it would be something helpful. As far as I recall SMF doesn't provide any options regarding this, you can only see if they are banned via the profile if you have permissions to issue bans.
