It is definitely not RS5, I do not think it has been announced yet as to the cause. Its not wise to jump to conclusions.

The host seems to be down, because RPG, Stunt, Paruni are all unaccessible.

Please note the server status will report the server as online if the server is frozen/locked up. This is because the server port is active and that is what it checks. There is nothing that can be done to fix this other than changing the method in which the check works.
