Hey, lately I have this issue, where sometimes my CTRL+V does work, in GTA:SAMP and sometimes it does not, its really annoying, since when I am patrolling and have my callsign, one minute it works, and the other it doesn't. I've tried re-starting GTA, restarting SA:MP. All of this is not working, does anyone have a solution where I do not have to re-install my GTA:SA?

Try running SA:MP in single core mode. You can also modify your samp.cfg with multicore=0.

Didnt work sadly.
Update: Mhh, I just tried something
If I copy /r and paste it, it works
if I copy /rFOXTROT, it works
If I copy /r Foxtrot, it works
if I copy /r ARPD-Foxtrot, it works
But later, if I copied /r ARPD-Foxtrot :: , it didnt worked
now it works again, its strange

It sounds like you may be having a window focus issue. Lately I've noticed a similar issue on my computer with other programs because my mouse's center wheel is breaking, and keeps getting stuck part-way pushed in. This has caused a variety of odd bugs to arise.
Is this only happening to you in SA:MP?

Yes, only SA:MP. Out of SA:MP it works fine

If it doesn't work, press CTRL+SHIFT or ALT+SHIFT and try again. Works for me.

Its not like I will type - instead of /
the copy and paste in SA:MP just doesnt work

Maybe if you're copying some characters, its not copying it to the clipboard.
Try deleting system cache? I dunno, maybe that'll work

CTRL+SHIFT/ALT+SHIFT doesn't only change some symbols, it sometimes bugs the whole chatbox if accidentally pressed.
Also, like James said, if you want to copy the text from, let's say, Microsoft Word, double click the whole sentence and press CTRL+C. That way you'll make sure you copy the sentence and no invisible symbols that are unknown on SA:MP.

But if I copy it on lets say, skype, and paste it, it works, but if I go to GTA:SA it doesnt work
and I can copy it IG, and it wont paste, but out of game it'll paste

It has nothing to do with windows.
I dont know the solution but you can try Deleting your GTA San Andreas User Files folder, not sure it will work; i had a similar problem and deleting the folder worked for me.
EDIT: Try using other the CTRL button

Actually it could have to do with Windows. If what is happening to him is what I think it is, it may be an odd bug in Windows' permissions system that is resulting in his computer not allowing GTA:SA access to the computer's clipboard while running SA:MP.
Deleting the settings wouldn't fix this issue he is having, as the SA:MP chatbox is a memory hook, and is not loaded as a part of GTA:SA's settings itself. Deleting the folder is also a bad idea, because you are deleting everything in it. Your method likely worked for you because SA:MP may store a file for its own settings inside the folder. In that case, the SA:MP settings file would be the only file you would want to try to delete, rather than deleting everything for your game's settings entirely.
