Title: GTA SA Can't install.

O well..

I formatted my PC and now I'm retrying to install GTA:SA but it issues errors..

While on the "Installing Page" it shows this :

An error(-5005:0x80070017) has occurred while running the setup.

Please make sure you have finished any previous setup and closed other applications.If the error still occurs,please contact your vendor: Rockstar Games
(http://www.rockstargames.com/.)

Well,before the format..GTA:SA was installed and the game was running.

I'm a little confused here. Your error indicated your system was Windows XP, yet it is Windows 7. Did you upgrade from Windows XP by any chance?
