As far as I know Windows 8 doesn't harm GTA:SA..
Maybe you installed SA:MP to the wrong folder or you have the wrong version of San Andreas.

I have strangely had that issue come up before but I can't recall what fixed it.
Have you tried entering single player once then SA:MP? Check in My Documents if there's any traces of an old gta_sa.set file which could be causing trouble and remove it.

Hello Sandi, I have an idea to fix it. Just open the folder which contains your San Andreas. Right click on SA:MP icon, and hit its properties. Now move to the TAB named as capabilities, and put a tick on "RUN THIS PROGRAM IN CAPABILITY MODE FOR". Move the thing to "Windows XP (Service pack 3).

I wish that this might work.
