I cant AIM and SHOOT whilst playing ANY FPS GAME older laptop never had this problem
8GB RAM
1TB HDD
Acer Aspire E1-570
Core i3 1.8ghz
Intel HD 4000

That's a part of the laptops touch-pad software which disables the touch-pad when the user is doing other things such as typing/clicking with the mouse to prevent unwanted movement of the cursor.
You will probably find the drivers weren't functioning correctly before or they have been updated as my Acer Aspire does the same thing with the touch-pad.

I can do anything apart from LEFT click and RIGHT click at the same time
its an Elan touchpad

Check the software bundled with it. Often there will be a program sitting in the system tray or Control Panel that allows you to change the settings of the touchpad itself.

Same as inbuilt touch pads, most offer different set ups. You can assign the number of clicks/swipes/fingers and so on to different functions to input commands.
I'm guessing your pad doesn't have any physical buttons for clicks, so maybe it is optimised so that different parts of it are optimised for certain inputs (like Apple's models).
Play around with its settings and see what works best. :)
