Admin wants to ban 3 guys, kicked.
People that are roleplaying a heavy activity roleplay, kicked.
I say something then I want to rephrase, kicked.

That it was just an example... Could be that you get kicked when you spam 11 times in 10 seconds :-)!

More than spam punisher I would like to see a flood punisher that only takes action when the text is exactly the same. A con of this is that the flooder will eventually find out he can add a dot after every sentence which would make the script useless.

Don't get me wrong, I like the idea, but it would need a bit more work so, for example, it doesn't kick an admin who is explaining event rules in chat. Maybe some criteria that must be filled before taking action? Try to think about it a bit more, mate. ;)

Admins could have immunity then :)

All right, that's reasonable. We have solved admins. But there are still the players who are roleplaying intensively, or, for example, cops using megaphones or shouting warnings. Not even mentioning taxi drivers with "Press G", but I guess I don't really care :D.

So, well, I'll put it like this - the idea is good and I like it, but it needs some improvements and limitations so it doesn't turn into an annoying feature.

You could easily have a script like Jeffrey from SA:MP that auto-kicks if you say too many lines too quickly, and just grant admins an exception to it while on duty.
