Reason why you did it: i sex with taxi driver without asking from him sex and he report like girl for admin and crys he lost 37 dollars so ridicilus and then i say to this girl fck u fag. i know its rulebreak what i did but i hate such pussys.. he carkilled me to before but i dont to anything..

Here's an idea, change your reason, because that just immature to write like that. Make a proper unban request and also you got unbanned this morning and 13 hours later you get banned for the next thing..

Yes i guarantee i dont do anymore like this i will be exemplary citizen..
What is the worse I was about to let you go, when I re-log after the crash.
A single day didn't passed after your unban and you manage to:
- abuse command
- scam player (money amount is really not important, scam is scam)
- lie to administration
- insult player for reporting you
- car kill player, twice. Before you try to lie again, it can all be checked.
We don't need beggars, we need players that will play by the rules.

Denied
You got banned few hours after I unbanned you, which clearly tells us that you haven't read even the most basic server rules. I obviously made a huge by unbanning you the first time, so I will make sure that I do not make such misstake again.
As yoske already pointed out, in this few hours while you were unbanned, you've caused several major rulebreaks such as "Carjacking, command abuse, carkilling, car ramming etc.." and that's what eventually led to your second ban.

Writing such things in your unban request is unacceptable.
You can open up new unban request two weeks from now, which will be on 10th February 2014. Do not try to ban evade or open up new unban request before the given date.
