Ofcourse that doesn't mean you, yes you, who isn't a police officer, can't rent it. This place is built to the best possible spot in Liberty city. The most populary place is the Main Gas Station - you don't even need a car to get there.

It's Simple - just go in the circle near the main door | Write /rentroom | and you're done. For the room you pay 200$ but only once, you don't have to pay contiously, you just rent room for 200$ , you can stop renting with /stoprent but when you want to buy it back again then you have to pay again 200$.
