You sure you got all the latest drivers installed?
Do you have any problems with sound if I may ask?

You can't really expect performance from GTA IV (Which also was badly ported for PC) to run with good fps with those components.

As I know, your processor isn't enough to run GTA IV. It will be 2.40 Ghz, if I don't remember wrong.

Far from good especially for this game. I don't know how much things cost where you live but rather than upgrading components in your system.. it's probably safe to say you would be better off buying a more up to date system.

You can run it, but you need optimized settings, commandline.txt (google this), and you should be alright.

Your PC overall is very low end for todays' gaming standars. I used to run GTA IV with an C2D E4500 and a HD4870 with 2-4GB... Your graphics card is too low to run the game, eventually you can also look up commandline but it wont do much. You need to upgrade your computer.
