I wanted to get rid of ENB that I installed without backing up my files and when I reinstalled GTA it came up with ENB.
I tried removing ENB manually, but then I can't start the game, I literally removed every single file that ENB had and still can't get rid of it.

Yes.

C:\ -> Users -> Your Windows account username -> Appdata -> Local -> VirtualStore
Then look over the files until you find the GTA San Andreas folder and delete it. Pretty sure that's what is causing your ENB to reinstall again.

I can't find VirtualStore folder.

Go to the Start Panel -> Folder options -> View tab -> Mark the option that says something along the lines of "Show hidden files and folders".
Then keep looking through the Appdata of every Users folders. VirtualStore should be on /????/Appdata/Local/

How did you install the ENB? What kind of game already includes ENB?
Did you remove both d3d9.dll and enbseries.ini files from GTA SA folder?

Yes.
By copy pasting all ENB files into GTA folder. Just GTA:SA

Fixed, it was the other ENB that was doing this all the time :lol:
