You were banned for spawnhacking, at the moment the other person was banned there were still cars being spawned, no desync what so ever.
So if you had the hacks admit you used it, it would make your unban request valid.

There is no justification to keep a person banned when there is lack of evidence. I checked logs of August 7, 2014 and did not see any evidence of car spawn hacks. Apologies for the mistake and time taken to check this loker44.
