Taking it from the wanted idea for SA:MP that didn't work.
The idea is that each player will buy is vehicle at SSA and will place it at his desired spawn place.
I leave commands and scripts to mex.

But as the config file is not changeable while server is on, players would have to order the car and indicate where they want it to spawn.
So, we would even need scripts.
Te player goes to SSA and chooses a car from the list, a colors for it and then the place where he wants it to be delivered, cords or just a place description (in case the player is too n00b to use the /s command).
Then, he just has to wait for a developer(I can do it) to deliver it.

Mean while, we have a server only with taxis coaches and law enforcement vehicles.

So what do you think?

Definitely not, it would ruin the gameplay if there were only taxis and law enforcement vehicles. 

Of your idea as a whole, I actually though of something similar a while back, the only problem was getting a convenient operation. My only concern is, will there always be someone able to take the time to do all the orders and how often will the orders be done?

Another problem is, whenever you have a spawn location, there is always, at least one vehicle nearby. If players bought spawn location vehicles then moved them, some people may have to take a 2 minute run just to find a vehicle after they spawn.

I forgot buses.I'm working on some bus routes.

But what if we have some faggios spread around town rentals, there are stores that have scooter renting textures, maybe we could place some at those stores.

I don't believe that you want to do the car thing either. I have a feeling that it won't be easy with people wanting to move and repaint their cars all the time.

There's a command on SA:MP !deliver or something like that...You buy a car,then you can go to your house/bussines/anywhere,type !deliver,u pay something about 1000$(In VC it should be cheaper...other cash)and it will spawn here 4ever(just when the server restarts it spawns on it's original spawn ONCE and if get destroyed spawns at loc u want)

It's just for a selected few(with lots of money).

Ok, I see this idea can suck, but it should be still available to have the car you buy in your house.

For example, in MTA I own a BF that parked in some guys loam, i have to trespass his property to drive my car.

After thinking, I realised you can get this to work w.o needing someone to "do the orders", this entire choose where your car should spawn thing can be scripted. This I think would eliminate the problem of someone frequently at the same frequency, doing all the orders.

Almost anything can be scripted, including everything in this idea.
I think just having taxis, coaches, buses and law enforcement vehicles is a fun idea, but I can't see it suiting Vice City.

About player's choosing their vehicle spawn location,
What if the server wont start because the vehicle is in a different location? There's a chance this could happen.
What if there ends up 80 vehicles in once place?
Waiting for all player's to leave the server, then restart it is really unprofessional.
Also, restarting the server shouldn't happen at all. We should aim for 100% uptime.

The next version of VC:MP will use PAWNO scripting.
There is a chance we could then add vehicles to the server without having to restart it.

Isn't PAWNO the SA:MP script language?
If yes,it would be awesome-SA:MP scripts owns MTA and VC:MP,that would be great to have the same possibilities.

PAWNO is the script language used for SAMP but it will be used in the up coming version of VCMP.
