Man, this CPU has been staying 100% for 3 months now....I don't know what the fuck is wrong with it....

Go to search and type "Run", when the menu pops up type in "resmon" and press enter. Go to the CPU tab and see what's taking up most of the resources.

Might be a bitcoin miner virus.
Scan your PC

Do a format, if the scan doesn't help you.

The two known reasons I know...
1. You have a hidden bitcoin miner virus which is using your CPU usage.
2. Your GPU/CPU is bottle necking your CPU/GPU.
Either one of them is bottlenecking the other.

You're a lifesaver dude....it went down to 30-50% after 3 months of being 100% -_- It was a weird .exe file that was taking 68% -_-

I still suggest you to do a full PC scan, it may automatically turn on once you restart your PC.

I'm doing this one at the moment.
Give the system a scan with Malwarebytes while you're at it - https://www.malwarebytes.org/
I'll see what this will do and will tell you.

Maybe its not, but thats what I am currently experiencing, check out bottlenecking.
Hes issue sounds identical to mine, just giving him some ideas.

Bottle necking has nothing to do with the CPU usage being at 100% whilst the pc is idle.
Bottle necking in this case would be for example, this guy is playing a game like BF4 maxed out and even though his cpu is at 100% usage, his GPU will only reach 50% load.
In most cases, the CPU would be holding the card back from reaching It's full potential.

Is the CPU usage that high whilst idle? Else I'd recommend you too further check out what can cause the CPU usage.
Just curious, what is your CPU temperature in idle and load? CPU-Z is a good software to check temperatures with the CPU for all cores, both for idle and load.

Not trying to be a dick, but maybe you should consider checking out what actual bottleneck means.
This problem, right from the beginning, clearly showed absolutely ZERO signs of bottleneck problem.
Try running new games with Pentium 4 and GTX 780 and you'll see what a bottleneck is....
