Have you completely uninstalled GTA:SA + SA:MP and then installed GTA:SA to a new directory name such as "GTA San Andreas 2" ?

Yes.

In the SA:MP Client click on "Tools" and then select "Settings".
It will give you the location of your San Andreas install, go to that location and ensure that's the same location as your new installation.
By the sound of it, you are actually using a different installation of GTA SA to the one you have deleted and reinstalled.
