Maybe in the next script update, there should be a change of uniforms for official/non-official police members. ARPD officers or freecops will be granted the PIG outfit, while all other VCPD members use the default police uniform. All players, regardless of their rank would spawn with the PIG uniform, and then use a command such as /c duty cop to switch to the department's official uniform (official VCPD members).

Cops will be cops, no matter if they're freecops or not. Cops will have a possibility to decide their skin from a selected skins instead of us forcing them to play with specific skin "just because they're freecops".

To be honest, I think I'd support that Lance and Tommy cop skins would be reserved to VCPD members only. I think that this way it would attract more officers to join the VCPD.

Why don't we go ahead and restrict some good looking skins for admin team only, maybe it'll increase the interest in admin team. The logic is ridiculously bad in your post that it makes me want to cry inside.
We will NOT be restricting skins specifically for VCPD, other than the obvious (SWAT, FBI skins). If SWAT and/or FBI and the structure of VCPD isn't enough to attract players to join VCPD, couple of skins aren't going to make a difference.
As I've pointed out earlier in somewhere, we'll not be dividing freecops from the normal ones any more than we have to (relates strongly to VCPD structure and how SWAT and FBI are implemented)

I am pretty certain that VCPD is already the least divided official police department in the whole Argonath community. SWAT and FBI vehicles are free for everyone to use, and so is the VCPD cheetah, while SA:MP, IV:MP and LU - all of them have these vehicles restricted.

There are merits on both sides of the argument re. having special skins for official staff.
It is a little like in the past how gang HQs gave considerable advantages to purely members within a set number of criminal groups only.
This is not comparable with RP/material benefits for out of RP/immaterial functions like the Admin Team. Admins should not have any kind of additional RP privileges simply due to being an Admin.
To come up with a compromise: Perhaps we can make available extra skins to those who have certain stats. For example: these skins could only be available to people who have made a certain number of arrests.
You could use each type of skin as an incentive to roleplay and make arrests, rather than shoot to kill!
Basic example:
PIG/Security - 0 arrests
(This one appears to be very popular right now!)
Standard police officer - 7 arrests
Lance police officer - 16 arrests
Tommy police officer - 25 arrests
In this way, the police who roleplay the most and are actively engaged will benefit.
Hopefully VCPD's staff will be among this number. : )

lol so instead of people jailing their mates for cash, they get a skin for it too! ...
I'm with Kessu on this one, let's just make the skin random (tommy, lance, normal) when spawning as cop. Simple. They wear the exact same uniform anyways.. Anyone complaining that VCPD doesn't get their fair share let's think back to the days when SWAT was available for EVERYONE.

Making it random is actually a solution that I support. That way we dont have the segregation created by assigning them to a specific rank/jail-kill ratio/thing while increasing cop skin diversity. Didn't think of it because I had no idea it was feasible.

If additional skins requires players to download files when they connect, I'm not liking the option that much. I don't like the fact that they'd need to download files just to play on the server :(
Anyways, i dont think it should be random. I think they should allow us to choose.
Choosing the skin might still be on the table, but restricting them further than FBI/SWAT is not. We'll see which is better way of implementing such a feature.

The files of legit any modifications on the server are automatically installed on first time connection. It's one time only (unless new shit is being added) and should be fast as well as take up a couple of MBs on your HDD. Unless you have a 20GB HDD I don't see any problem with it.

That's only to be blamed on scripter/the guy who decided to implement a shitty mod on the server.
Afaik only the ones who have access to server scripts can actually do this and it's up to them to approve the mod.
