When i tried to lunch my pc Yesterday it didn't run and gave me this..........

If what I saw was correct, it's giving you a black screen?
Please check the monitor cables are plugged in properly or at least working firstly.

the problem isn't from the screen it should be from the Case cause i didn't see it before lunching by itself when i put the cable in the elctro Hole

It could be one of quite a lot of things, two which spring to mind would be the graphics card or the power supply not pushing enough power through, in other words faulty.
I don't know if it's because of the hoover in the back ground or the sound quality but the PC doesn't sound very happy anyway. It sounds loud, is it caked with dust or just old potentially faulty fans?

Those flashing green lights worry me, given that it is a Dell. Do they normally flash like that when it is working? Also, do you have the "A B C D" lights on the rear of your case?

Nope these lights started to begin crazy since the last week but the pc was working fine and i don't have ABCD Lights
but tomorrow i noticed that 1&2&3 Have been replaced by 1&2
Wait for the new Video!
and I've cleaned all the case in and outside and changed the ram place and Nothing happened, the problem stays

3. It might not be RAM-related. We need to diagnose the issue first to see. If you think you know the cause, please explain why so others can look into this too.

Disconnect all cables other than the monitor. This includes the keyboard, mouse, speakers/etc.
If you see the post screen, plug in each device one by one. IF you aren't getting post, try listening for beeping. Motherboards are designed to beep audible patterns; different patterns designate different hardware issues.
If none of this works; it's possible the motherboard itself could be defunct.

Dell is nice enough to have the indicators on the front for the issue that it is running into. I strongly suggest that you look up the light up codes it gives you.
Though, knowing that it is a Dell, and have a lot of professional experience with them, I'm more than certain that your motherboard is failing.

It would most definitely appear your motherboard has died. If purchased within the warranty period you may be able to seek a replacement.

I don't recommend troubleshooting this kind of thing unless you know what you're doing.
Could be Mobo, could be a faulty CPU, could be that the heatsink isn't seated properly, the PSU might be failing or on the way out.
It's like a car, we can't troubleshoot it that brilliantly from here unfortunately.

I found out where does this shit come from
it's the power supply
it cannot feed the pc with power and that's after when i lunch it for 5 mins, it goes down without any warning messages
so i need to buy a new power supply for it
or maybe you can help with suggestions
any comments?

As its a very old computer and not a gaming one, I would say possibly to buy a common one off of eBay, they may be unnamed, but the do last a good period of time.
In GBP (Pounds) they are around £20 to get a 600-700w PSU, which is well enough.

I suggest you not eat the power supply.
If you aren't giving enough power there is no work around you can do. You'll need to get a bigger PSU.

600w power supply is way more than he needs, by the look of the case the internals are equal to a potato which will work with a 300w-350w power supply just fine.

Considering it is a pre-built system, I'm going to assume that the power supply in general is just done for.
As for replacing it if this is the case, you have a couple options. Given that Dell made it, you can go through them and get a replacement, but it will likely be more expensive than it is worth for another one of their...questionable...parts. Your other option is to do some research on your system to find out what pin connection it takes, (20 or 24 pin), and figure out what other connectors the replacement power supply would also need to have, (such as the number of molex connections, floppy power cables, CPU power cables, PCI-E power cables, SATA power cables, and so on). Your system also doesn't appear to be from their older area of when they used proprietary power supplies, so a standard ATX one will likely work just fine with your system.
Once you find this information, figure out how far you wish to expand your computer in the coming years to determine how much wattage you want your new power supply to output. If you don't plan on adding anything new to this system, then you shouldn't need to go too high. Additionally, you'll want to check some reviews to find a decent, stable power supply, as there are some cheaply-manufactured ones out there which don't have stable rails, and if they fail, could cause damage to your system. Likewise, you don't need to go out and get the greatest one imaginable if your system doesn't need it.
Also keep in mind that some newer power supplies may be longer in length, so you'll need to measure the inside of your case to see what will fit. Dell computer cases are notorious for being cramped inside, and they are not of a standard sizing despite many claims, so you probably won't find this information online. Measuring tape is the suggested method here. ;)
