Title: [SA:MP] Script Roadmap

Updates will be released bi-weekly on Sunday following intensive script testing. We will also be reopening a beta team to test features before they hit the main server.

Our Trello (https://trello.com/b/iF5fcZVa/sa-mp-rs5-1-roadmap)-powered roadmap has been redesigned for a much easier to understand layout.

In planning - The items here are still being finalized before they begin development.
Waiting - The items here are finalized plans but have not yet began development.
In Development - The items here are being actively developed.
In Testing - The items here are publicly testable on the dev server.
On Production - The items here have been released to the public.

The labeling will eventually be reformatted as well for simplicity.
