I wanrt to create a absolutely free database that i can make so others can add cotent to it. But only if they type in thier account name and password. Also i want one of my websits to be able to read from the database and make so i can take the data i want to display (name ip text description whatever) and publish it in a nice tabel. And the website will be in xhtml.

PHP & MySQL can do that.
If your looking for hosting, hyperphp.com offer free web hosting with PHP support and 3 MySQL Databases,
i've used them several times, but their free servers are really slow.

Are you wanting to write this code yourself or someone else to write it for you?

And while you're at it, make your website with Word.

Combine this with basic HTML skills-- don't jump on making your project first, mess around a bit first (http://www.php-mysql-tutorial.com/)

Hosting is anohter problem.

Hosting is not really a problem nowadays, there are lots of free hosts.

I have been using webhosting.nationvoice.com for 2+ years now on one of my domains, and it has never failed me. :)
