Title: Upcoming changes to the licensing system

Hello,

After some review I have decided to do away with the incremental cost based system for house licenses, business licenses, and vehicle licenses. The new licensing system will feature a static priced fee. In addition, you can no longer buy house or business licenses directly via script. You will need to make an appointment with a city clerk (new script supported RP role) who can issue the licenses for a fee.

The vehicle licenses will now be issued by driving schools and will cost a fee.

We believe this new system will encourage new routes of RP possibility as well as create new avenues for entrepreneurship.

This system will roll out over the next couple of days.

Will the staff handling the licenses be allowed to be corrupt (of course not just spam free licenses to everyone, but of course in a role-play sense) Selling them for cheaper prices and keeping some of the money in their own pocket (instead of it going to the company).

Yes, corruption would be a perfectly RP-able route.

Yes, each city will have a new group that is already live in the server. There will be LosSantosGov, SanFierroGov, LasVenturas and will consist of 3 roles: mayor, tax collector, and city clerk as of now. The city mayor and tax collectors will be scripted at a later point, but the foundation of this script is already implemented.

Elections will be in October.

No. This new system will support legacy licenses.

Legacy licenses meaning that however many licenses you have now will all transfer over transparently into the new system. However many licenses you hold now, will remain once the new system is live.

What's the price planned to be though?
EDIT: I guess the fact that there are divided into three main sections, doesn't mean that in order to buy a property in a specific section, you will need to get the license from the specific section. Right? Though it would prolly be nice.
EDIT: Just read the other topic, about applying... The 1mil for the campain, guess it will be "taken" as a fee after all? Coz, I bet, many can do without it.

The prices are set dynamically by the clerk. They can charge between a certain range legally, and illegally any price they want.

Great innovation, glad it came to this!

It was inevitable it would come to a newer system, the old had too many functional and design flaws.

So the examiners/teachers/manager will get a percentage from each license OR there will be a paycheck at the end of every month?

The people authorized to issue them will get the entire value of the vehicle license. As group banking is back, they'll likely deposit the funds into the group bank... or skim a few bills off the top first ;)

What do you mean about 3 main sections?

and the 1m for campaign isn't a fee it's money that'll be spent to promote the campaign, it's simply to ensure the candidate has enough capital to support themselves, is serious and willing to commit to the job, and is able to fund staff.

It'll be discouraged by script and very easy for groups like the FBI to detect and prosecute.

Well, How do you verify that the teachers/examiners will do that?

There will be accessible records to who issued a vehicle license, to whom, and at what cost. The driving schools themselves will be responsible for accounting and validation they're earning the full cut.

If I buy a license in LV am I able to use it in SF?

The licenses are all the same, the taxes are where the differences will come in (in both sales taxes, weapons tax, and property/vehicle tax)

Counter-question related to the system: will police officers be entrusted with the ability to suspend or revoke driving licenses, and/or impound vehicles? Should the latter be implemented, is there any chance that license holders are prohibited from operating any vehicle during their suspension?

First off, there is no more incremental cost per license. The driving schools can charge between a price range provided, at least legally, the person authorized by the driving school to sell these licenses set the price when they issue you the license.

This is why people are unable to buy business licenses the old way so everyone knows. The system was changed.

AFAIK The script that allow us to give vehicle licenses is bugged, I don't know if it got fixed yet.

Yes that part is bugged indeed and is not fixed. The old system of buying licenses is still working though. Except for those who want to buy their first license, they are caught in another bug. So as long as you don't buy your first license, the old system should be working fine.
