Title: RS5.1.16a [SCRAPPED]

-> temporary /restock command (YES BUSINESS PROFIT!)
-> Revised and improved group banking system
-> revised and fixed briefcase system
-> improved vehicle trading (scam proof)
-> temporary property storage (weapons, skins, and items)
-> removed renting of properties (slated for later rewrite)

Just added some extra protection to prevent scamming. Rather than just using /givevehicle it's /sellvehicleto [playerid] [amount] and the player must confirm the amount.

No, as you can still have situations where you don't want to sell a vehicle.
