Am I allowed to post for him?

Regarding this I would suggest to tell him to contact one of HQ on skype or somewhere else...

You're not allowed to post unban requests on his name.

Brian is right, but you may also try [email protected] if Gandalf was involved in the community ban. He usually replies, even when he's inactive in Argonath.
