Hello,
Just to clarify recent changes to the constitution (http://www.argonathrpg.eu/index.php?topic=57761.0).
1. Marijuana is now illegal to have, to grow, to trade even in private.
2. It's now entirely legal for law enforcement to hunt bounties
3. I'ts now illegal to sell, trade, or give any black market item including upcoming biological weapons.
These are just 3 of a series of law changes to come.
The question of legitimacy: No, I am not a judge but I am the leader of RS5 development and in cases such as this I am permitted to make law changes to suit developmental changes. In addition to my approval, the DL has also approved the changes.
Keep an eye out over the next few weeks as additional updates render legal changes.

Basically when your level of notoriety is too high the state puts a bounty on your head. And if cops kill you they get the reward.

Agreed. Basically a hitman or any other guy who manages to kill another guy without being seen or caught is basically caught cause the eye in the sky saw them doing it. Once the hitman racks up all the kills he is suddenly wanted by the state with full information on the guy even though he has never been caught. Am I getting something wrong or is there really no logic in this system?

I agree, I think it's defeating the whole purpose of notoriety - To make suspects actually want to evade instead of wanting to stand around shooting, why will they wan't to evade now if they just get notorious and have cops after them 24/7?

Yeah man, I can't even step out of the hide out for more than 10 mins before cops surround me again. I tried leaving the hideout for 10mins, then I saw a police cruiser and yeah, I have to go back. And don't this make it feel more like a "Cops N Robbers" game? Just sayin' dont get salty

Mikal, you are missing the point. Notoriety isn't forced, you can always opt out. You chose to do the crimes which lead you there. You aren't forced to run around killing people. So the whole idea of being forced is a bit over dramatic, even for you. In addition to this, high level notoriety is again avoidable but beneficial for those who reach it.. with future plans to make it even more rewarding.

You are getting logic wrong. The FBI has a list of the most wanted fugitives. Some of them have never been caught but they know so much about the guy, his crimes, his appearance, his relatives, his associates, etc. Yet, they remain elusive....... get it now?

Because they have evidence of the crimes. I am here talking about a hitman, who managed to remain hidden throughout his kills yet suddenly appears in the /mostwanted list.

You would've had to kill a lot more than one guy to reach N6.

If we had the luxury of making it a bit more like that, more realistic, we would. Unfortunately, we're fairly limited and this is something a lot of people have come to like and accept it. This is the best we could come up with and it's been well liked.
You don't even know the teleport system and how limited it is. It's not like someone can just sit there TPing over and over.

I'll take the ranked bounty idea into consideration, it was something I had originally planned but doubted it's need. I should note we have re-balanced notoriety so it is actually even harder now to rank up notoriety, and easier to lose it. So it's possible it may still be something to consider in the future.

What I meant is that they can't put bounty or suspect/wanted status even though they know a person has done the crime. Once they have evidence on the same, they can put the bounty and/or wanted status on him.

Well a good idea would the that after the bounty is activated it is valid for 3 hours, then it has a cool down of 24 hours before being activated again. (By high ranked law enforcers)

Honestly, we did get SWAT, FBI, SAPD online and organised to try and arrest Muddy yesterday, but unfortunately he decided to stay alt-tabbed out of the game while we were nearby, so we couldn't do much. Today also, he was simply hiding inside a notoriety shelter all day making us powerless to do anything, which shows that it doesn't matter how much organization you put into it, with the current system you're not going to claim the bounty if the suspect actually wants to protect himself. IMO this system as is isn't very fun to criminals, who are basically forced to either run from the cops 24/7 because everyone wants the 40k bounty, making them quickly get arrested/die, therefore losing their hard-earned notoriety status, or hide in the shelter all day(which I don't blame them for doing, they'd die quickly otherwise), or the cops, who are, at least at the moment, forced to just waste their time waiting outside of a shelter on the off-chance that the suspect will exit. I'd say that the use of those shelters should be more restricted or the penalty for dying lowered, or something done to make the system actually fun.

You clearly don't realise how much making senior law enforcement staff have to activate bounties would help you then, right now anyone with a high enough notoriety to be arrested is on edge and will be camping in notoriety shelters all the time or will just stay alt+tabbed/not enter the server, if they weren't always on the radar do you think they'd do that? Making it so that bounties have to be set by certain individuals would mean that most wanted players will go about their normal daily business until they think they have a bounty active on them, if they don't know they have a bounty until it's set and they are surrounded by SWAT, FBI, SAPD etc, what can they do other than die or surrender? Good luck to the cop that gets the kill in that cluster fuck, lol.
Also if you ask me criminals and cops are very balanced, both sides have their pros and cons, but I think bounties really do need to be something that law enforcement need to work together with in order to execute if they want to get any success, otherwise you end up with what you said Muddy is doing, not that I see anything wrong with it since I'd do exactly the same if I was his notoriety level and ALWAYS had cops after me.

If there's a better way for me to hide, I don't really want to hide in the hide out 24/7 too, you know.. And yes, I completely agree with what Mikal have said so far regarding about the bounties lol.

You can be AFK inside the hideout since you can't be touched inside there anyways. You cannot be AFK anywhere else as by script you do have a bounty. Not bannable, just a simple kick.

Good idea, this was also suggested by Antonio a bit back and I forgot about it. It would actually make sense as well since the idea of someone notorious is their ability to be elusive.

Mikal didn't even knew there's a thing called /bribetrader. By that, chasing notoriety levels above 5, is your own choice you're not being forced to anything, and with that said, no real improvements or restrictions are in my opinion needed.
Except adding the notoriety travel! :)

In that case, raise the bounty amount for like 20-30 percent. Its hard as it is right now to catch a most wanted criminal, you need a big ass operation with at least 5-10 cops co-operating, hence why they deserve a bigger reward when they manage to get him.
Also the bounty should be bigger as the levels go up. 30k for lvl6, 40k for lvl7, etc etc

However if a player has gotten his notoriety up solely by drugs, then he shouldn't be on the most wanted list because there wouldn't be a way for cops to suddenly find out that he sold drugs to the black market.
However I previously suggested that anyone on the most wanted list should lose his /area, as in it wouldn't be possible to /area him.
