Well, I don't know what is the exact reason, but I know some of those caused that, and here is what I expect:-
1. Windows 10.
2. GTA V.
3. Leaving the PC on whole the day.
4. RAM. (I had 8GB RAM - 2 sticks, one of those sticks was causing a BSOD, so I removed it, which makes it 4GB RAM.)
5. Harmful files I downloaded. (Torrents, nosTEAM downloads, ETC...)
6. "208 GB (223,448,905,151 bytes)" games.
7. Unactiviated windows version?
8. "windows.old" folder?
9. Running GTX 980 and i5 motherboard with 4GB RAM?
I also tried to google the problem, nothing helps nor the troubleshooting, for example:-
1. "Update your graphics" already did.
2. "Update internet internet explorer" already did.
3. "re-install google chrome" already did.
4. "Format your PC" No f**cking way.
5. "Use windows defender and scan" There is no virus.
One week ago, my GTA San Andreas wasn't lagging as it does today, there is something changed.
I would like to know what is the problem if you could help me.

It's not all about requirements , PC need to rest as well , the heat reduce it's performance also screw it time to time.

Let it cool down for a bit, and try if it will lag again.

If CPU is the one with highest percentage, than your cpu cooler is not doing its job well.

I already did that, I left it +12hours off while I was at the work.

If CPU is the one with highest percentage, than your cpu cooler is not doing its job well.
CPU = 10% MAX.
Ram (Memory) = 47% MAX.

I already did that, I left it +12hours off while I was at the work.
Rei still thinks we all have Windows 98 like he does :lol

When I run any kind of high graphics games, my CPU = 3% and RAM = 70%

PC lags, even when I try to play "Pool Live Tour" on the internet, the game keeps lagging, it is 1MB game, what's wrong?

If you're running too many applications at same time most probably 4gb of ram are not enough. Upgrade to 6gb at least, i i got 4gb, playing SA:MP and keeping Skype + Chrome eats alot of ram.
You also said that the other stick of 4gb caused a failure, maybe this one is also faulty? I'd definitely try with brand new ram sticks.

LOL, maybe you are right, since I removed that broken stick of ram, my PC was turning on slowly.

I have the same problem.
You might have alot of Chrome extensions, right? Those extensions are ram killers.
All you have to do is to close google chrome while you're playing a game or running something.
Or, of course, remove extensions.

I don't know what kind of a potato you're running but any modern day PC left on all day doesn't cause peformance impacts when cooled sufficiently or being idle.
Anyway, the kind of trouble you're describing sounds like a shortage of RAM.

Close out Chrome and open up task manager. Click on "More Details" if you haven't already and go to performance. Re-open Chrome and check to see if the HDD is being used 100%.

The HDD is working great, I think it was a virus or RAM issues.

Yes.
I just changed my Windows, and Yeah, everything is ok.
Seems like, Windows 10 Home is the baddest windows I have ever seen, it does lag everything, even the games, looks like, it is not a good Windows for games. I had some big issues with GTA SA using Windows 10 Home.
Anyway, thank for your help guys.
