Hello,
This is a clarification made by Gandalf on the use of scripted gates to hide or prevent attack.
If you are engaged FIRST and then run behind a protected gate or door, this IS script abuse. If you are ALREADY behind a scripted gate or door and THEN get engaged, this NOT script abuse and you do NOT need to let the people in.
In the future punishments will be issued immediately if this is seen.

What if LEO's are not present at the time when you try to enter the gated area? E.g. They are not on the minimap or they are like 1km away.

If you're not under direct fire then you can. So for example, you shooting at someone in LS, they've evaded you, your no longer shooting at them. They can now go behind gate if they evaded to LV or even LS if you've lost them.
