Good morning,
We have been in discussions for months now since ARPD Commissioner CBFasi left his post about finding a solution that works for the ARPD. We concluded that the ARPD, which represents all servers in the community, could not adequately be represented by a single person efficiently. This is why we did not urge and rush to replace CBFasi's post as ARPD commissioner. We had suggested and hinted at the idea of a Justice Department. Today, we will begin rolling this out in different layers.
The Justice Department is consistent of 3 layers, the first layer is in honor of the ARPD founder and is respectively named "The Kaltsu Commission". This commission is the highest layer and consists of community leaders, managers, and developers. One from each of the three affected servers. The second layer is also honoring another important member and is named "The Jass Committee". The layer contains 5 members of players who are from each of the three servers (SA:MP, VC:MP, and lastly IV:MP). These members cannot directly be associated with law enforcement or extreme criminal entities, and cannot be members of management or higher. Lastly the next layer is the chiefs of each respective division.
We believe that this setup is the most effective at ensuring that the ARPD is led equally and is represented as a community rather than a single division. All of the leaders of the different servers have agreed to implementing this layout within their server. As this corresponds to multiple different servers, the committees will exist on the forums and new policy or policy changes will be laid out in that fashion.
In addition to this, the FBI in all servers becomes entirely independent of the ARPD in order to fully perform it's duties. The FBI, if required, may need to investigate law enforcement agencies for various circumstances This independent move would enable the FBI to operate on a quicker, less clouded level. The exception to this is in servers where the FBI is apart of the server's police department itself.
People who wish to represent their server in the Jass Committee should contact their server's leadership / management in the coming days for more information.

I'm curious to see how this works out, I can agree with having a committee ruling the kingdoms rather than a single king because of the workloads, but I foresee possibilities both good and bad.
Let's see how this turns out, so far we haven't had any real trainwrecks so far. :)

I do not know how I feel about this as of yet.. However,
I wonder though, have leaders of everysingle ARPD branch had a vote on this? If not, does Teddy even have the authority to do this on his own?

Yes he can, and what he read is that the branches of the new system will consist of ARPD leaders of all the servers.
However, the "we" in "we have been in discussion" is not exactly defined. Who is "we"?

Damn right! I remember when the blessed ARPD Chief decided to kill about 6 people by driving over them in a tank at Idlewood, upon reporting him I was pretty much told "Nobody can do anything to stop me" - This change sounds good.

If it's just SA:MP people, that would be extremely unfair. Does VCPD and LCPD agree to ARPD Comissioneer being replaced by a comission? Not trying to start an argument here, I am just asking.

@ Mikal and Emmett: CBF may have gone a little out of bounds with that stuff, but for many years he led ARPD with great results. A true leader who made all the right choices in his time and was in many ways responsible for how great ARPD/SAPD was in 2008 to 2011.

Not my intention to bash on CBF, but I am in huge disagreement with your statement.
