I think you took him wrong, but he had a talk with Thomas, 7th grp creator, about joining, but Trane refused to give him the tag.
I know that he is kinda annoying, and you hardly could understand his intention and meaning for his English skill due to his age. However, I see that it wasn't something to get even banned for, atleast you could have warned him for "wasting ur time" or smth.
Anyways, he is apologizing for whatever he had done.

It's apparent he is unable to follow the rules and what he is told on multiple occasions.
Regarding wasting administrations time refers to him asking for name changes, being told no and requesting changes to other names over and over, lying about leading these "groups" and so on. As well as going to other administrators after one says no.
