Unlike GTA3 and GTA:VC, in GTA:SA you can put only shortcuts to the mp3s in the User Tracks folder.

Incorrect actually you can place mp3s and shortcuts and these will work ingame.

you have to go ingame, and then "Audio Options" and then "User Track Options" then "Scan Tracks", Then it will scan your tracks, so you will be able to hear them ingame,
:ps: User Track player ftw! :D

My user track player sometimes plays in game radio, why?

it's advertising, for those who want their songs combined with ads to create a more realistic user radio

You can change it in options to "Radio" so it plays more realistically like PMP said, or to "Sequential" where it just plays themc round and round with no ads or anything, like a playlist
