"cannot find 800x600x32 video mode"
Solutions?

1. Go to your control panel
2. Go to small icons (up in right corner)
3. Press your graphic cards control panel.
4. Press "resolution"
5. Uncheck only use tv resolution!

Try removing your gta_sa.set in my documents > GTA San Andreas User Files

Share some specifics about the computer? What kind of hardware are we talking about? If you don't know, download speccy and show a screenshot

Tried reinstalling GTA SA? Perhaps some files related to "800x600x32 mode" are missing or corrupted?

Try creating a new account on your computer and then run GTA SA off that account, worked for me in the past when it simply wouldn't launch without even an error.
Other things I can think of:
Run as administrator.
Try running in different compatibility modes.
Restore your computer to a time when it worked? (If it worked in the past 3 weeks since you bought your PC).

It's likely your monitor doesn't support such low resolutions.
The fix should be simple enough, just use command lines on your gtasa shortcut to set a -width and -height that you know your monitor DOES support
-width 1024 -height 760 for example

The issue might stand in your Launcher ( gtasa.exe )
try to replace it with one of your frirnds.

Your laptop/pc doesn't support the native resolution the game is meant to launch in, what you need to do is get a gta.set file from someone who has his resolution set to something that your pc supports.

First of all, make sure to have DirectX9 installed, since you're on Win 8.
Then, set the compatibility settings to Windows 98. Should fix the issue, if it doesn't, as Marcell mentioned, get a gta_sa.set from somebody who has set a different resolution.
