Title: Help Text when buying something

This is a small idea to help newcomers to the server. Basically the thing is, when they buy a phone for example, it would explain them how it works, such as "You use /call [ID of player/In-game name], but they'll know you're calling them and reverse."
We could also maybe place the skull pickup for Rampage at Yacht that explains what smuggling is too perhaps.

We plan to have a cutscene tutorial at the Airport for newcomers which will cover all the aspects of the server.

It's still nice to have something like this, not everyone can instantly take up the information they see in the first second of them joining the server.
