I really wondering how make a cool signature.Anyone know the good apps for this?

Photoshop.

You can combine Adobe Illustrator for shapes, and Photoshop to add text and effects to the shape. I'de suggest you use any of those if you'de like to make a proper signature. Check Google for some tutorials if you don't know how to use Photoshop or Illustrator.

Photoshop is enough for forum signatures. If you want anything created by yourself with a good quality you should create it in the illustrator and THEN work that in the photoshop.
If you're not in a will to use photoshop you can try basic programs like GIMP.

Should you want to get more complex you could even use After Effects with or without 3rd party plugins to generate fancy effects that you can then add to your sign (such as a shockwave effect, etc). Although After Effects is typically used for video and not still images, it can still be done.

Photoshop + Illustrator is used for more advanced graphic artists, Illustrator also gives you the usage of vector images (stretchable without loss of quality)
