1) Probably not but if you are using a directory for your games other than the steam default directory (directory where steam files are installed), please check that if your steam settings have changed.
Steam>Settings>Downloads>Steam Library Folders.
Make sure the directory where your steam games are installed is listed.
2) Delete the savefiles and setting files of the games not working from My documents in the user folder.

Hold up, before doing this go to your steam, click properties, verify game libraries or something like that.
It will try to fix corrupted files, no need to outright delete them

Are you using Windows 10 Home?

Listen, I had a lot of issues with Windows 10 Home, I have a high-end PC can run any kind of games, I have just installed GTA SA and then a lag mania whenever I join the game.
A lot of games didn't work even Google Chrome apps lagged too, I have just noticed that Windows 10 Home isn't a PC to deal with games. You aren't the only one is facing this, there is a lot of people faced it.
Also if you had an activated Windows 8 and moved to Windows 10, your license will be gone for sure.
Edit: if you want to go back to your original Windows 8 ...

And always make sure to CHECK all possible ways and then try mine, don't depend on one solution.

Windows 10 has no problems with games. My PC is W10 Home and games run flawlessly. Since download speed isnt probably one of your issues. Backup your games on steam and then reinstall steam. It should work that way.

As a last resort, you can try doing a fresh Windows 10 install. I am currently running Windows 10 Enterprise and I have absolutely no issues with any games that I play, but it was a fresh install and not an upgrade.

I had the same problem when w10 first came out, fresh install is the only thing that helped

I am getting really tired of all the computer illiterates here that are suggesting to revert to Win 8. You're pretty much downgrading your expierience. Windows 10, if installed correctly, is faster in performance and gaming than 8 or 7. The reason why you're having problems is because you upgraded rather than making a clean installation. Upgrading caused problems for me too, since it messes up the registry files and programs get registered incorrectly. Your game registries were broken, hence why steam can no longer launch the games you have installed. What you need to do is download a Windows 10 ISO from Microsoft's webpage and make a clean installation. You will loose your data (which you can always back up), but you will have a very smooth expierience. I made a clean install on both of my PC's and a laptop and I am having superrior expierience than from what I had with 8 or 7.

I completely agree with Rytuklis, Windows 10 is faster in performance and gaming than windows 8 and 7, and the reason of that is because Windows 10 can be set up with DirectX 12!!
That is only available on Windows 10. and if you are really interested to keep Windows 10 nor download another one, make sure that you will get the full licensed Windows 10, because it keep asking for an activation that you have to buy a key etc, and that is annoying! Plus, make sure that you get the Pro version of Windows 10 instead of Home which caused me so much problems. I just lost 800 GB personal files and games since I downloaded Windows 10 with a clean installation. So I have paid 700 shekels to get my old Windows 8.1 Pro full licensed.
-
Since you upgraded from 8.1 as a free upgrade, and if you linked your Windows 10 with a Microsoft Account, upon re-installation, your Windows 10 will be automatically activated as you own a lifetime license from now on. If not, make sure to link your Windows 10 with a Microsoft Account so you get the license.
-
And this isn't the last option you have to do, make sure to keep looking for a solution rather than this one.

It is the best option he has. Installing a clean installation of Windows 10 is the best thing you can do, since it fixes most if not all problems.
I am using Windows 10 since it's been available only for Insiders, trust me, I know.

And if he is really in needy of his personal files, there is OneDrive to back 'em up! Good Luck with upgrading! :D

That's why you partition your HDD when installing Windows. You can always just re-install the Windows partition and leave the file partition untouched :)
