Alright, my PC specs:
Operating system: Microsoft Windows 7 Home Premium Edition Service Pack 1 (build 7601), 64-bit
CPU: You Have: Intel(R) Pentium(R) CPU G3240 @ 3.10GHz
Graphic card: GeForce GT 630 (using latest drivers according to GeForce expirience program)
Problem:
SA:MP keeps crashing the moment i log into the server, even if i manage to do few steps in-game it will crash. Crashing appears as freezing of the screen, not allowing me to do anything (ctrl+alt+del and alt+tab not working) and buzzing sound in the speakers. The only thing I can do is to reset whole PC. I don't have any mods installed not even CLEO library, still nothing is working.
Problem did not appear before i have changed graphic card and added 8 GB of RAM to my PC.
Problem is not appearing in a single-player game
So far I tried following solutions:
- running SA:MP and GTA:SA.exe as administrator and in compability mode for Windows 98/ME
- removing a file in user files for GTA:SA
- reinstalling the program

Do you have a fresh GTA? Are you using a ENB?

Don't know what ENB is. Define "fresh". I have a legal copy of GTA:SA in home, but since i though that might also be the issue, I found copies in the internet and installed them, still same problem.

Move your GTA to C:/ and re-name it to SAMP - GTA San Andreas.

I did it. When i tried to run samp it asked for gta sa new directory so i pointed at it on C drive. After about 1 minute in game same problem occured.

Got another copy of GTA?

I have like 2 on my hard drive and one on CD.

Right click on SA:MP -> Properties -> Compatibility Mode -> Disable "Run this program in compatibility mode".

Done, same. 1-2 minutes of gameplay and all frozen again. I'm not sure if it's important but each time i run the game, it says in a popup window. "Color scheme changed to Windows 7 basic" or something like that, doing my best in translating popup from Polish.
I also checked other games, nothing like that happens there. Single player, same, nothing.

Tried all. For like 3-4 minutes I thought it's working but than, again same thing. I will now try to re-instal the game to totaly new directory on C drive. Some people on the internet say it helped.
Nope, still nothing. I double- checked that all my drivers are up to date. Updated even .net Framework to 4.5 cause that's the only thing that was wrong due to program checking PC drivers.

I would like to thank everyone who tried to help me resolve the problem.
On my own i found Nvidia graphic card from 600 series simply does not support games running Directx 9. They said they were working on GTA SA and it can run its most recent update that unfortunetally will not run SAMP, only single player mode.
No other way around it but to use other graphic card. I got lucky and my built in card can run GTA version 1.0 just fine. Problem solved.
