Hi,
You cannot pull people over and / or suspect them simply for being in, driving around, or being parked in a journey. This is NOT enough probable cause to assume someone is actively engaged in the production of meth. IF you see the "red smoke" above the vehicle which is a clear indication of producing meth... then it's fine... however under other circumstances you cannot.

For clarification, what about a bugged journey with meth smoke while not actively cooking or actively cooking with bugged no-smoke? I assume the former is not an offense and latter is an offense, but granted there's no IC-OOC, figured it'd be a good question to have answered for other players.

The bug has been brought to Marcel's attention so many times over the past couple of months. Yet it still exists. All we can do is keep reporting it as a /bug until it's fixed.
Doesn't /vehicles respawning get rid of the flare? Temporary solution

Spawning/despawning/explosions seem to trigger it, but the only workaround I've heard working is to /givevehicle then have that player give you back your vehicle. Using /vehicles to respawn seems to switch from red flare on while not cooking to no flare while cooking. Eventually the bug "works itself out", but not sure if there's a timeout on the flare, a redundancy to check current cooking status, or something server-side that corrects it like reset vehicle script/server restart.
