Server had 2 players and I couldn't connect.

Windows 7, And it has nothing to do with anything.

If you really need help you should include every detail possible.
Now question of the century, have you tried deleting IVMP folder and reinstalling the client?

When reinstalling, remove the "IVMP" folder.

It seems that the problem is with your client settings and files.

It happened to everyone today, server was restarted later.
It should not loop on successfully connected and don't allow you to connect anymore.

Try fresh installation, by removing everything from GTA IV folder, and installing the whole game as well as the client again. I hope this works.
