How i can get more ranks i only can be a cop i can see some using swat and fbi skins?

To get more rank as a cop you need to sign up for VCPD and then go through some academy. Talk to some of the higher rank VCPD officers for more information on this.
The crates are used to drop items and equipment such as weapons, drugs and money. I heear you can also fidn them around tthe map dropped by Pirates, normally along the coast at Ocean Beach.
To do a bank robbery, as in a heist, you need a team, an admin to overlook to heist and some officers online. I've never taken part in one, but it's a case of defending a vault and stopping the police from entering the bank.
You can find out most of this from admins in-game and also certain cmds.

To have the possibility of being FBI or SWAT member, you need to join to ARPD (http://arpd.argonathrpg.com/forum/).
Crates, ok.
First of all you can create stashes with crates by first adding something to your pack (/addpack <item> <amount>), let it be note, cash, weapons, drugs.. Pretty much anything you can pick up, except phone :D
Then, when the items are in your pack, oyu just type /stash and it'll spawn a crate directly below your feet.
Then there's the mini-mission crates.
Sometimes the script announces a mini-mission with teal text, saying there's a crate and it's location. You must race everyone else to that crate and have atleast 1 other player with you to /pickcrate and then the script informs you where to go to sell the goods from the crate. Drive to the location script told you and you will find a blue sphere, just walk in it and you sold the goods :)
Bankrobbery...
For admin to enable a bankrob, you need a group of players ready to go with one of you carrying 5 explosives. Then the admin will check if the balance of cops and criminals is good enough, if it is, the bankrob will be enabled. However, if the balance is bad (8vs1) the admin in question will not enable bankrobbery and instead will tell you that the balance is not good enough. Also bank robs can't happen every other hour, since that should be rather rare occurence.

Another think i doesnt have connected about 3-6 days and i get stashed in my rent warehouse by the cops how that can happens i didnt connected i cant do nothing , i will lost all my things?

Bankrob requires a level 3 admin online at the very least.
The warehouse you had your stuff in was raided by the FBI and SWAT for it being used for illegal activity, hence you wouldn't of been able to do anything anyway. All of your stuff was indeed taken by the police as evidence.

about that raid, will w be given the weapons back? All of my weapons were legal as far as I'm aware. No automatic rifles, just shotuns and pistols.

You could try taking the warehouse owner to court and ask for some kind of compensation, but you won't get the weapons back.
