Title: Helping a friend

So my friend showed me her laptop
She told me what the problem was

The problem is when you start the laptop it gets stuck on "Starting Windows" text without the logo
She tried the repair option above the start normally option
it took several hours but it didn't do anything
I tried to do system restore but it doesn't have any restore points
any help with this?

Yea that was what I was supposed to do but she doesn't want me to reinstall it because of her files
also her DVD reader is broken so I have to use a bootable flash drive

Eh... only way I could have thought of doing this is my retarded but works way... take the HDD out of the laptop (hopefully you know how to) once done that, put it in your PC as a secondary drive, and try to retrieve data that way.

option B:
Install Ubuntu on a USB, boot live Linux, copy over the files she needs to a external drive.

Try booting in safemode as someone already mentioned.
What is the windows version she's using?

windows 7
We tried booting into safe mode but it freezes when the last file loads
gonna try this
option B:
Install Ubuntu on a USB, boot live Linux, copy over the files she needs to a external drive.
