Try to type the IP manually, copying the IP and pasting it in IV:MP mostly doesn`t work properly.
If that didn`t work, then try looking at your firewall settings (https://www.sevenforums.com/tutorials/542-windows-firewall-add-remove-exception.html).

I tried it but still didn't work on me, I even did turn off my firewall..

nah on my quick connect there's no dot,
The images that you provided display a "." at the end of 9999. Check it again, if it's there, remove it.

still can't connect, I've been trying to type the ip of argonath fixing my firewall, but still it didnt work.
-
Have you tried reinstalling your IV:MP client?
If not, go to your IVMP folder, uninstall the client, remove the whole "IVMP" folder completely from your computer, and install IVMP again.. The dot at the end is strange, as we don't receive it when connecting to the server.
-
According to the issues I've faced with the game so far, I've never seen or either had such problem, Because a failure status from the client is rarely caused by a missing file or system troubles or whatever. Read again the above replies and follow it.
If the problem is still not solved after all those tries i would be much glad to assist you with more help, Call me on skype.
-
If nothing works i'd suggest contacting Armelin and see if it may be something else. For example i had to change my name in the settings in order to properly login into the server, i'm not sure if it's anything similiar but give it a shot.

sir I already uninstall the IV:MP client and installed a fresh one, but sadly still didn't work ...
-
To confirm that the problem is actually not with the IP connecting, can you head to your GTA IV folder, IVMP, and open "Settings" with text file and check the information below?
<settings>
<ip>46.105.234.126</ip>
<port>9999</port>
<nick>player</nick>
<pass></pass>
<windowed>0</windowed>
<fps>0</fps>
<chatfont>tahoma-bold</chatfont>
<chatsize>10</chatsize>
<chatbga>0</chatbga>
<chatbgr>0</chatbgr>
<chatbgg>0</chatbgg>
<chatbgb>0</chatbgb>
<disableie9fix>0</disableie9fix>
</settings>
If it is fine like the one I've provided above, then you should check other obstacles that are disallowing your connection with the server, maybe check your Firewall, antivirus..
-
sorry to bother you sir but I already tried my best to fix this problem with your given solutions yet I still cant fix it. I already turned my firewall off and to my antivirus too. but neither works. I uninstall IV:MP already and installed it again but still? it didn't work.. I've been working on it for almost 7 hours but sad to say I still can't connect to the server.
HOPING FOR MORE RESOLUTIONS THAT MIGHT WORK SOON.
i won't stop fixing this too until I can connect to your server again.
THANK YOU/

Connect to any other server then reconnect to argonathrpg server.
I had this come up to me around 2-3 time, but connecting to any other server and successfully estabilishing a connection there then f12 and reconnecting to argonathrpg ip may fix the problem.

The game or the Mod is probably not having acess to the internet, To enable it open Windows Firewall by clicking the Start button, clicking Control Panel, clicking Security, and then clicking Windows Firewall. In the Windows Firewall, click Allow a program through Windows Firewall on the left panel. You may be prompted for an administrator password or to continue.
-
You mightve disabled a service on your msconfig
Try to enable what you think is important
and services that connect you to the internet

I guess I found the answer with my own problem, but not so sure with this one.
Today I tried connecting to our server and the results is still the same, BUT I tried waiting it for like almost
10 - 15 minutes and it connected and now I guess the problem in here now is "How can I fix on Connecting to the server takes more time. " ...
Anyone can help me with this problem?

Are you using Dial-Up or Satellite connectivity to get connected to the internet? High latency seems obviously the cause if yes.
-
You can hit F4 while connecting to see some stats of the connection C:

Have you tried using another network providers? (different ISPs) or WiFi? if it didn't work either then there's something todo with your firewall or the ISP's firewall system. Try contacting them or if the problem still happens then reinstall the network drivers/software, uninstall your antivirus and get a new one, or do a fresh install of your Operating system. don't forget to double check your network settings/firewall ;)
Edit:
I actually had a problem too, my network is getting slower these days since my ISP (Tri Hutchison) released 4G support in my area.. does it has something to do with anyone using a large traffic? i am getting packetloss as well :(

Honestly, This is from the weirdest game issues i've ever seen. Almost of the frequent issues have been solved into several ways. That's why all of the people who tried to give some help rushed you with the most known solutions and wich were repatedly stated into the topic. After all, giving up is not a solution. Keep trying & trying, and if you are not familair with such domain. Buy a new PC.

Keep trying & trying, and if you are not familiar with such domain. Buy a new PC.
Why waste money on a new PC? 😛 I don't know how the issue can be solved, though. Probably it is best to give IV:MP a break for some time. Probably the problem will be solved after some time. I remember I had the server close before I could even log in it, but, I took a break from the game for a few months (probably two), then, the game went back to normal.
-
Sometimes a small system update could fix the problem, as well as uninstalling softwares wich were not giving you acess to the game, or any other kind of changes.
-
What is your DL/UL speed?

actually I'm still having time to fix this problem, but not that much as it was before Im not putting my whole time looking for the solution with this one because I'm afraid that I may just waste my time so I found something new that can accumulate my time, so don't Ill continue looking for solutions with this one and ill just comment if I found it, but for now I need to take a break... :D
