So, if someone's already afk and was involved in nothing prior going to afk. Suddenly some people surround him to "rp" with him (while he is afk) but after 10 mins he comes back and take him directly without even a chance to RP back running or being chased. Doesn't that fall under forcing rp? Why it is the fault of who went afk? I made it public on purpose to know what others think too.

Anyone that's in-game is an approachable party with an exception to on duty staff members or players in an administrative situation.
If you plan to go AFK, especially in a public environment, don't be surprised if people might start a role play with you upon your return.
As long as a player is not being RPed upon while afk (RP is forced upon him.), but the role play starts after his return (He can be surrounded already.) then there's no issue in this case.
