Since this is a business you should use owned vehicles, rather than state vehicles that is rightful to be used by anyone, else for example you are planning to do a rp but other people can rightfully claim the state stockades and drive away.
So you are out of stockades and can't do anything, but if its owned than you have full control over it :gand:
And if for example the business got granted to have locked stockades owned by your organization only , I'm sure more people will start haunting vehicles(making new heli organization and having it locked only to them) , opening businesses to own vehicles that will respawn for free fuel after some time, not owned and will save them buying 2 stockades(or 1 heli 600k) which is around 80k each so saving 160k and getting free fuel on its respawn.
Unless you plan to pay for the stockades , maybe invite other members to the garage(purchsing the place and having 5 slots garage or less based on your need) so they can load, unload the vehicle and keep it refueled.

Gruppe 6 has done a great job on our 2019 LCPD Ceremony, they have worked hard and ensured in a professional environment for quality protection of Securing perimeters and task keeping the Citizens safe and main VIP's under guard.
The LCPD recommends Gruppe 6 for their quality work, and protection for special events of the Ceremony, we hired this group based on their experience and knowledge, I believe it's their first big event their covered.
