Title: [IV:MP] Improved /tutorial for Newcomers

A lot of newcomers don't know what to do as soon as they join in, they would probably carkill, deathmatch, copbait and all that other stuffs while some others don't.

Ideas:
- Give them a more detailed welcome chat after they /register'ed.
- More explanation on /tutorial, Not just telling them the basic commands. They don't know what and where to start.

- Go inside an Ambulance and Write /joinmission (If there's no mission then you will have to wait)
- Go to the Red Marker shown on the Map
- When you are ready, Exit the Ambulance and Stand near the Actor/NPCs

I totally agree with you, the welcoming lines aren't enough for new players. But, here's something I thought of introducing to each and every player when they join the server (old and new)

I don't think that it's mandatory to tell them about the earnings in the /tutorial, though.

The idea is good, but not really necessary. They can ask for help at any time. The fact that they won't receive help on the spot is another problem, but it doesn't mean that the community won't help. :)

Not a problem but what if there's no ones available to help them?
