Give me one minute to explain something.
If a cop is aiming at you, Are you not allowed to shoot back for self defence?
Some cop pulled over some guy in a TS, I stepped out of my car and I got aimed at immediately. Shouted to get back in the car, and to leave the area, I decide to walk back to my car a bit, but before entering, shoot the cop, I did so, get reported and get banned for 60 minutes eventually? What are the rules, I need someone to read them out to me, because the amount of bullshit going on is mad.

Have you roleplayed before shooting the cop, or just shot him and ran away? If a cop is aiming at you, it does not mean that he'd kill you as he's not a mobster and got regulations to follow, however as far as i know, cops may not brandish weapons or especially aim them for such reasons unless you're presenting a threat, in this case a non-lethal weapon such as tazer was a better choice to use (prolly freecop/recruit so.. yeah)

rules are a fickle bitch here you get away with some shit depending on what admins around.
tbh cops getting shot on traffic stops has been a common thing in argonath, never been punished for it myself

Just approach this from a roleplay perspective. What happens in real life during situations like these? Most of the time, citizens would be frightened. However, in the USA (courtesy of tv series COPS) you will notice that a lot of people have firearms on them and will actually shoot the cop or try to flee, causing a pursuit.
tl;dr: Use your imagination and roleplay.

Don't forget that there are hardly any citizens in Argonath. Mostly just criminals and cops. If a cop points a gun at one of them during a traffic stop, it would be realistic to assume the criminal gets pissed off and takes it personal. If roleplayed, it would make perfect sense to me to shoot the cop when the time is right just for pointing his piece at you.

During a traffic stop, you must follow the officer's instructions. You can not go outside of the vehicle unless the officer tells you to do so. If you step outside of the vehicle without the officer's instructions, they can aim towards you as if to avoid any unexpected action from the civilian, and they would guide you to get back inside, but not shoot straight away. In case the civilian fails to comply, they can be suspected for failure to comply and detained.

I do not see anything wrong with it, you stepped out of the vehicle, he aimed at you and told you to get back, you took your gun out and started shooting him. Poor Deathmatch.
