Apply to VCPD at this location (http://arpd.argonathrpg.com/forum/index.php?board=66.0) and work your way up the ladder to FBI :)

How much will it take and
Where will I register   VCPD officer ? Or vcpd cadet

It will depend on how much time you actually dedicate towards the police career.

For applying, check the link Kessu provided and read the VCMP | Application Instructions topic, create a new topic and fill in the form provided.

My advice to you:

1. Play as cop as much as you can
2. Play on the server as much as you can
3. Follow server rules and don't get in trouble with admins
4. Practise your combat skills
5. Play with Kessu and Hype
