When you are bored in your cruiser while waiting for some random thug to suspect, wouldn't it be better to wait for him with some music? lel
Anyways let's start.
First go to your IV folder (Usually C:/Program Files/Rockstar games etc...) and then to ../Common/Data and right click (modify) on "vehicles.ide". Before changing anything, please make sure you select only the line "game name" and not something else. For example, if you want to put the regular radio in a police cruiser, you will need to replace the name of the police cruiser with a civilian car which by default has a radio. Personally, I changed cruiser into Taxi (Ambulance into Benson etc).
The reason why I do not change everything into Taxi is that this will also change the sound of the engine of that particular car. So if you want your police cruiser to sound like a Forklift, change its name to that

Also, you can modify cars to put exhaust flames on them, like I did for my Comet. I modified it into Infernus (RS can be used too.. same thing), so now it has flames. But that is just optional lel
Well, if some people are just bored to do all of this, then I can give you the link of Cops/Stockade/Heli [Everything that is an EMS] with replaced names so that they do have radio enabled

nice ,
anyone have tutorial or know how i change the radio music ?? (i put my own music on radio)
Well, here's something you can do to browse through your track list. Go to your audio settings and select the "Independence FM Mode" option and change it from "Radio" to "Shuffle" or "Sequential". Look at the screenshots below to get a better idea.

After you follow these steps, now you can skip a track you don't like by pressing N, or go back to the previous track to listen to it again by pressing B. Also, the radio can be turned off by pressing X.
