Make a file called "commandline.txt", then paste these inside it.
-nomemrestrict
-norestrictions

Some games may accidently be opened by the wrong GPU, once happened to me. My Intel GPU tried to run CSGO. So -> NVIDIA control pane l->Manage 3D settings ->Program Settings ->(1.)Select program to customize ->Select GTAIV.exe ->(2.)put it on High-performance NVIDIA processor.
If this doesn't work try adding to the commandline.txt (  -nomemrestrict -norestrctions -availablevidmem 10000) make sure you also copy the two "spaces" in the beginning.
