I was searching for some mod to fix the colors and filters of the game, but I don't wanted to use ENBs, because in my opinion most of them look awful and ruin the game and of course you get FPS drop if your PC ain't good enough. So I found this mod that only changes the colors and filters and it does the job for me. Everything looks way better and the weathers are way more enjoyable. There is no FPS drop and no changes to textures, graphics or whatever it only changes saturations and contrasts. I have tested it for around an hour, looks dope and was exactly what I was searching for. Hope it's useful for someone else too.

Well most popular ENBs out there need ASI loaders and/or use adaption, both are not supported on IV:MP thus it is no surprise that most ENBs look awful out of the box and can sometimes lead to huge performance drops.
Changing values to find your sweetspot will give you much better visuals while maintaining an acceptable gameplay performance.
In some cases ENB can actually stabilizes FPS, for example I get better FPS with my tuned ENB rather than vanilla for some weird reason.
Anyway, if your search was to get more saturation and more brightness/contrast than what the in-game "Display" tab can offer then yeah, this is probably the most you need. ;)

Guess you didn't read what the mod actually does. It doesn't give you "more brightness/contrast than what the in-game "Display" tab". If you read the description before replying to the topic, you would have known what this mod is actually about.
This is what the creator wrote about the mod:
IV has some green-gray filter over it, TLAD has a yellow filter over it, and I think The Ballad of Gay Tony removed it, but puts emphasis on pinks and purples.
Regardless, this timecyc removes that filter. I used IV's timecyc as the base edit since it's colors are more equalized. The problem was the filter, and the lack of saturation (no colors, almost black, white, and shades of gray).
So, I removed that filter, and I increased Desatuartion to about 0.85. By default, it's around 0.60, where on the darker weathers like Cloudy or Foggy it was around 0.30 - which made IV look like an old black-and-white noire film. But for all weathers it is around 0.85, where yellows are actually yellow - but things are NOT over-saturated.

Certainly makes it look cleaner, awesome mod Anonetex! I am installing this shit NOW!

I had tried that mod in the past and it mostly changed only what I mentioned before, even if you give attention to that video in some cases the differece is marginal while at day you can clearly see difference in colors, brightness and/or contrast, or it was SweetFX, dunno... :D

As long as it seduces my eyes...
I keep it

Well, this modification really does make Liberty City look cleaner and makes the weather look closer to its real life, but, the only downside is that it takes away some of the atmosphere Grand Theft Auto IV and its episodes have in store for the player. It's just a personal opinion! Good thing we can always back things up.
Still, you've convinced me with this modification! It looks more natural than any ENB, in my opinion, since they look a bit too artificial (so, it serves the game right in many ways).

i don't use ENB, i just copied and replaced its components with some of my game files which remove rain slashes, dirt particles, soften lights it helps a lot when there is bad weather :D

Here is why!
Well most popular ENBs out there need ASI loaders and/or use adaption, both are not supported on IV:MP thus it is no surprise that most ENBs look awful, especially when it comes on brightness overall, out of the box and can sometimes lead to huge performance drops.
CryENB and other ENBs that use Adaptation do not work well when IV(:MP) has been synced to real time or has been set to real time duration, via the Simple Native Trainer or server scripts. Adaptation controls how bright or dark your game appears, depending on the time, location, surrounding lights, and surrounding shadows. By making the Adaptation values equal, the game no longer gets additionally brighter or darker from day to night. To compensate for this, settings, such as the Environment values for Direct Lighting Intensity, should be adjusted appropriately, maintaining the transition from day to night without interference.

Yes you can use it, it wont drop or raise your FPS. It just replaces a bad looking filter and fixes the colors.
