Title: ivmp luncher opens single player !

hi all
after my changing windows to 7 64 bit my all d3dx9 files removed ...
one is gta iv needed and got error is : dx3dx9_31
one is ivmp needed and got error is: d3dx9_38
but when im opening ivmp luncher im will get in the single player and dont know how to fix it .
need helps im losing christmax :l   :(

Finally very special thanks for Vittorio,senate,me(joke :D ) I got back in ivmp and my last login for test was two minutes ago .
(If I forgot anyone ... Sry lol )
