I've thought about T4's possibilities and I came up with the following:
Possibilities for the Division Leaders to add/remove/replace vehicles with mods so that every player has the carmod in order to make it more realistic, i.e. Dukes replaced by Dodge Charger
Possibilities for the Division Leaders to add/remove ASI scripts, i.e. First Person ASI mod
Possibilities for the Division Leaders to add/remove weapon mods
Agree / Disagree and elaborate if you disagree

No, that is terrible. We are used to sticking to vanilla vehicles/weapons. Modded versions can be left for some sort of stunt/freeroam server.
As always, visual mods that do not interfere with scripts or offer you no any advantage over other players, will always be allowed.
So you will most likely be able to use first person mod [if it works] but not the weapons/vehicles unless they are officially supported like WheelRider`s Liberty City Customs mod..

Isn't that just because T3 doesn't have those capabilities?
T4's server could have all the cars replaced with real ones, like Dodge Chargers, Challengers, Ford Mustangs, and etc etc
Same with guns and skins and stuff.
We are used to vanilla because we don't have... chocolate

Yeah go ahead and mod the whole server. Ever thought of new players just joining and that don’t know whats going on? Or people like myself who don’t like modding?
You should have the free choice to mod or not, not be forced to.

True, but the cars alone seem reasonable, as it just makes it more realistic. However, I see your point.

Not everyone has good PC that can handle car mods.

The game is realistic enough in my opinion, but that opinion may be different on others.

Hey, I'm not saying it's not realistic enough. I'm just suggesting we make it more realistic to enhance the RPG experience as roleplay is based on reality and making it more and more realistic without removing some of that GTA IV charisma would be good.
To elaborate:
If we make real cars in the game, but keep the guns vanilla as they are already realistic, it's more of a balance between IV and reality
So, there's some chocolate with the vanilla ;)

Hate car and weapon mods. I like the official ones. All this mods which attempted to create car mods based on real life models, look terrible, makes my eyes hurt.

Real life car models will look out of place in most of the cases when they are placed into gta4 world
And I can only assume you would ask for newest versions of them, which are more fitting of GTA5 era than GTA4
There are other plans for mods in gta4
