MSVCR100.dll and MSVCP100.dll missing.
Go to:
Local Disk C -> Windows -> System32
then search for these two missing .dll files in the search bar on the top of the folder and copy them to your desktop.

After that paste them inside your GTA EFLC folder and your ComMP folder. I am not sure if this is a right way to do it, but this method fixed the problem for me.
The application was unable to start correctly (0xc000007b)
Before you start go to Control Panel -> Uninstall a program and uninstall all your c++ redistributable packages

You will need to reinstall or install if you don't have them:
Microsoft Visual c++ 2010 redistributable package x64 - Link (https://www.microsoft.com/en-us/download/details.aspx?id=14632)
Microsoft Visual c++ 2010 redistributable package x86 -Link (https://www.microsoft.com/en-us/download/details.aspx?id=5555)
After you finishing installing them open a "Command Prompt" as administrator and type "chkdsk c: /f /r" then it will let you know that it can run a test the next time the system restarts and you will have to respond to that by typing "Y". (https://i.imgur.com/oTw4uw2.png)
After you finish with these step restart your computer and it will run a check and repair your C drive.
Seculuncher: failed to start application 2000 (0x000036B1)
Go to your "Grand Theft Auto IV Episodes from Liberty City" and open it. Then open the "Installers" folder and install the following programs:
-vcredist_x86
-XLiveUpdate
-Open "System32" folder -> wllogin_32
-Open "System64" folder -> wllogin_64

After you finish with installing these installers go back to your EFLC and reinstall the 1.1.2.0 setup once again "setup".

These steps fixed my problems with EFLC, but I can not guarantee you that they will be a solution for your problems or if they are safe steps to perform on your PC! Use them at your own risk!
