Title: IVMP giving me some problems

So I have recently installed gta IV and liberty city thing to play IVMP.
I am using Windows 10 OS and I am having two problems.
The first one being the inability to change the game resolution.
The second one is when I connect to Argonath server it just "freezes" on loading screen. It just loads and loads but nothing happens.
Anyone is kind enough to help?
And please do not say reinstall cause I have done that twice and still the same problem.

A commandline.txt will probably fix this.

Create a commandline.txt in your eflc folder and use one of the options mentioned in the url.

-fullspecaudio : Force higher quality audio
-minspecaudio : Force lower quality audio - Good for low-end CPU's

-windowed - If you want to play in a window
-width - Horizontal resolution / ex: 1920
-height - Vertical resolution / ex: 1080

-framelimit - ex: -framelimit 1 @60hz = 60fps limit
-refreshrate - custom refresh rates
-novblank - no vsync - improves fps
-norestrictions -no hardware will be restricted from use
-noprecache -disables the game loading stuff before you see it
-nomemrestrict -memory restrictions are removed

What you need is atleast '-nomemrestrict' and '-norestrictions'

I have the same proplem the game freezes at that screen but i have discovered a temporary sol. And its not very good to get good visuals without scuttering i am also windows 10 when the game was freezed at the first screen i have tried many buttins on the keyboard till i used to decrease the sound volume and increase it ....finally i got the game runs but i should keep the small box thingy which shows you the percentage of volume sound you increased/ decreased
